Jean-Charles Rochet
Professor of Economics Toulouse and Research Director at IDEI. Jean-Charles has worked extensively on payments systems, both at the interbank level (Large Value Payments Systems) and at the retail level (payment card networks). With his colleague, Jean Tirole, he has published several well-cited articles on interchange fees in payment card networks.

Jamie McAndrews
Vice President Research and Statistics Group,
of the Federal Reserve Bank of New York

Jamie is head of the Payment Studies Function. He joined the Bank in 1997 after having served as a Senior
Economist and Research Advisor at the Federal Reserve Bank of Philadelphia. He has served as a consulting economist to the Bank of England, the Reserve Bank of Australia, the Swedish Riksbank, the International Monetary Fund, and to the World Bank.

Ric has extensive experience in public policy including all aspects of financial sector regulation. He is a co-author of several articles on payments systems.



Ian Harper
Executive Director, Centre for Business and Public Policy
Ian served as a member of the Wallis Committee which recommended the establishment of the Payments System Board within the Reserve Bank of Australia. He has since advised financial institutions in their dealings with the PSB, including in its recent reforms to credit card interchange fees and related rules.

President and CEO, Visa International, Asia Pacific
Rupert was appointed to his current position in May 2000, and is responsible for Visa’s business across more than 40 countries. Visa is one of the world's leading payment platforms. Visa Asia Pacific is at the forefront of the development of new payment technologies. Spend on Visa cards at the point of sale and the number of Visa cards issued have both more than doubled and Visa has established a position as the industry leader in new payment technologies across the region.

Philip Lowe
Assistant Governor, Reserve Bank of Australia
Philip is Assistant Governor (Financial System) of the Reserve Bank of Australia. He is responsible for overseeing the Bank’s work on issues related to financial stability and payments system policy and is also Deputy Chairman of the Payments System Board.
