An alternative to the Office of the Public Trustee case. This case study examines Kilpatrick's proposal to reorganise OPT as a new State Trust Corporation and the views of those affect by such a move. Translating the proposal into appropriate legal and working arrangements required Kilpatrick to seek support from various external groups, as well as from staff. The case allows students to explore ways of gaining the necessary support, the political considerations, and the key values a new Corporation could espouse.
